Edward "Skip" Rhorer was appointed Chief Civil Deputy in February 2013. He came to the Sheriff's Office after 31.5 years of public service to the state of Louisiana. He recently served as Budget Manager for the Office of Planning and Budget. Prior to that, Skip served as the Assistant Commissioner of Management and Finance for the Department of Agriculture and Forestry. As Chief Civil Deputy, he is responsible for several sections: Property Tax and Fines Collection; Accounting and Budget; Purchasing and Asset/Risk Management; Judicial Process Service; Foreclosures and Bankruptcy; and Garnishments and Bonds.

Chief Civil Deputy reports to the Sheriff and is responsible for the operations of the Civil Office. In keeping with these duties and responsibilities, the position is held by an individual with significant experience in the operations of government.

David Yellott joined the Sheriff’s Office in February 2014. He has ten years of public accounting experience in auditing and attestation services. His professional experience also includes working for the Federal Bureau of Investigation as a Special Agent in the White Collar Crime and Public Corruption Division of the Mobile Field Office. In addition, he is a Major in the Louisiana Army National Guard serving as the Chaplain for the 1-244^th Assault Helicopter Battalion. As Chief Financial Officer, his responsibilities include preparation and monitoring of the budget and overseeing the annual financial audit. He also supervises personnel who specialize in payroll, purchasing, accounts payable, accounts receivable, inmate accounts, federal and state grant compliance, and all financial accounting issues for the Sheriff’s Office.

Finance and Budget
As the name implies, the Finance and Budget Office is responsible for the finance and budget functions of the Sheriff's office. The office prepares annual budgets in accordance with state law, and monitors compliance with budget appropriations. All financial accounting and reporting for the Sheriff's office is performed through the Finance and Budget Office. Accounts payable, accounts receivable, grant reporting, and fixed asset accounting are also handled through this office.

Mr. Stephin J. Henderson, serves as Purchasing and Property Risk Manager since October 2012.  Mr. Henderson began his career with the Sheriff’s Office on July 3, 2002.   Prior to his position as Purchasing & Property Risk Manager, he has worked in various departments including Corrections, Criminal Business and Property Control.  He earned his Risk Management Certification in December 2008 through the Insurance Institute of America.   He has been a member of the Louisiana Public Risk Management Association since April 2009. Mr. Henderson also serves as the Records Retention Liaison for the office. The Purchasing and Property Risk Manager reports to the Chief Civil Deputy.

Purchasing
The Purchasing Department is responsible for the purchase of equipment, materials and supplies for the operations of the Sheriff's office. Examples include patrol vehicles, computer equipment, weapons, other law enforcement equipment, and food and clothing for inmates housed in the parish prison. These purchases are made in accordance with state procurement laws, and frequently involve the use of a competitive bid process. Vendors are encouraged to participate in the bid process and may obtain further information by contacting the Purchasing Department at 225-389-4833. The Purchasing Department is also responsible for contracting for property and casualty, liability, and automobile insurance. Claims on these policies are processed and monitored through this department.

Email Judicial Process

Captain Troy Mims serves as the Commander of the Judicial Processing Department. He began his career with the Sheriff’s Office in September of 1988, after graduating from the LSU Basic Academy. In his years of service to the office, he has worked in numerous divisions including, the Warrant Division, Investigations at the parish prison, and Judicial Process. He is a 1984 graduate of Clinton High School and attended Grambling State University. He also attended the U.S. Marshal’s Academy in 2002, and attended Narcotics Commander Training in California. He was previously Captain of the Narcotics Division, and serves as active Captain of Judicial Process Department.

The Judicial Process Department is responsible for the service of civil and criminal subpoenas, temporary restraining orders, and other judicial process in the Parish of East Baton Rouge. The department utilizes technology which allows users to access the service status of each process via the internet. This information may be viewed using our Online Civil Process and Foreclosure System, and is updated immediately as data is entered into the department's computer system.

Foreclosure Department
The Foreclosure Department is responsible for the seizure and sale of real and moveable properties in accordance with writs of seizure directed to the Sheriff's office. Such writs may result from foreclosure proceedings, monetary judgments, and other actions of the courts. Sheriff's sales are conducted by this department each Wednesday at 10:00AM in the lobby of the Governmental Building at 222 St. Louis Street, Baton Rouge, LA. The sales alternate weekly between those for real and moveable properties. The activities of the Foreclosure Department may also be viewed online with the Online Civil Process and Foreclosure System. The site contains listings of properties to be offered at Sheriff's sale.

Email Inmate Accounts

Dr. Iris S. Lott-Austin, Inmate Accounts Supervisor, has been employed with the Sheriff's Office since 1996. In her role, she manages and oversees all financial transactions for approximately 1,600 inmate accounts at the Parish Prison. While serving in this capacity she has effectively created a manual that has been instrumental in the development and implementation of numerous policies and procedures to ensure the integrity of internal financial controls. Dr. Lott holds a Doctorate degree in Business Administration. Prior to her tenure with the Sheriff's Office, she served in management with one the largest river transportation companies on the waterways. She currently serves on the Board Of Directors for God's Outreach Ministry and in numerous leadership roles and youth mentoring.

Inmate Accounts
The Inmate Accounts Department is located at the East Baton Rouge Parish Prison and handles financial transactions for the approximately 1,500 inmates incarcerated there.

Cash in the possession of prisoners when they are booked, as well as subsequent receipts from family members and others are maintained in accounts on behalf of the inmates. Disbursements are made from these accounts to pay charges for medical care and other essentials provided to the inmates.

Inmates may utilize funds on deposit for the purchase of items through the prison commissary. The Inmate Accounts Department is responsible for processing these transactions and for maintaining the inventory system for the commissary.

Vivia Dimmer, Tax Director, began her career with the East Baton Rouge Sheriff’s Office in January 1999. She earned her Bachelor of Science degree in Accounting from Southeastern Louisiana University in May 2009. Prior to her employment with the Sheriff’s Office, she worked for the Lincoln Parish Detention Center in Ruston, LA where she served in various capacities such as booking, bonding, training, transportation and administration; she earned the rank of Sergeant. She also worked for the Louisiana Correctional Institute for Women in St. Gabriel, LA, earning the rank of Sergeant. As Tax Director, she is responsible for the tax office, which collects more than $450 million annually in property taxes for East Baton Rouge Parish. The taxes collected are disbursed each month to various entities such as the School Board, Assessor, BREC, City/Parish and Fire Districts. In addition, she is responsible for the Fines Department, which collects all criminal and traffic fines for the 19th Judicial District Court and remits these amounts to the courts and the appropriate agencies on a monthly basis. She is a member of (GFOA) Government Finance Officers Association of Louisiana. The Tax Director position requires significant knowledge of ad valorem tax laws, laws associated with the collection of fines and an accounting background.

Tax Office
The tax office collects and disburse more than $450 million annually in property taxes for East Baton Rouge Parish. The taxes are disbursed each month to the various taxing entities such as the School Board, Assessor, BREC, City/Parish and Fire Districts.

Fines Department
The fines department collects all criminal and traffic fines for the 19th Judicial District Court and remits these amounts to the courts and appropriate agencies on a monthly basis.
